Government Targets Fake Recruitment Firms; 15 FIRs Filed Since 2022

The Goa Government has taken firm action against the rising menace of fraudulent recruitment agencies, particularly those promising overseas employment. Responding to a Calling Attention motion by MLA Sankalp Amonkar, Chief Minister Dr. Pramod Sawant outlined the state’s efforts to regulate and monitor such agencies.

From 2022 to June 30, 2025, Goa Police registered 15 criminal cases under the Indian Penal Code and the Emigration Act, 1963, targeting unregistered recruitment agents. Fifteen individuals have been arrested so far, with several cases still under investigation and a few pending trial.

The Chief Minister informed the Assembly that the Protector of Emigrants (POE) for Goa—functioning under the Ministry of External Affairs—is responsible for granting emigration clearances and addressing grievances related to foreign employment.

To combat illegal recruitment practices, the government has adopted a multi-pronged approach. This includes media publicity of arrests, awareness campaigns in schools and communities, and regular Police-Public meetings to educate citizens. Authorities have also urged people to engage only with recruitment agencies listed with the Ministry of Corporate Affairs (MCA).

Coordination with the POE has been enhanced through monthly reports on fraud cases submitted to the Superintendent of Police, Special Branch, who serves as the designated “Focal Point” for communication with the Ministry of External Affairs. During investigations, recruitment agencies are thoroughly verified, and legal action is taken against those found violating regulations.
